The mod_filter.so module was not included in the binary build
"apache_2.2.4-win32-x86-no_ssl.msi"

There is also not LoadModule mod_filter entry in the default httpd.conf that
comes with Apache 2.2.4 for Windows.

now, apache_2.2.6-win32-x86-no_ssl.msi contains mod_filter.so
