Tomcat 5.x is looking for log4j.properties config file in many places, like 
$CATALINA_HOME/common/classes, $CATALINA_BASE/common/classes, webapps.

Seems Tomcat 6 is looking for the config in $CATALINA_HOME/lib folder only. 
Therefore, there is no way to get several tomcat instances running on the same 
box, which use different log4j settings.

You should sustomize the classloader hierarchy to fit your needs, then.

Take a look at TOMCAT_HOME/conf/catalina.properties.
Also, we'd advice you to go to the tomcat-user list first, before filing a bug.
