1. Stop apache
2. Change WinXP time zone to GMT+2 Jerusalem
3. Restart Apache

The process hangs with message regarding error in libhttpd.dll or in
libapr-1.dll

From the looks of the list of affected products, this does not appear to be
an Apache problem.  Marking FAQ for quick reference.
