We frequently have a need to bootstrap an environment on a machine where ant is available but not much else, and where the complete environment is present on our webserver including the build.xml file.  It would be really nice to be able to just have ant use that remote build.xml file directly.

An initial, naive patch (basedir is undefined, url is not registered) is provided.

-u method downloads remote URL to a temporary file and sets buildFile variable to this.  Naive implementation, hence basedir is undefined and must be set explicitly by user.
