Current features of log4J allows users to add appenders to the loggers dynamically(programatically).

It would be helpful if loggers can be created and added dynamically to the configuration.

I'm unclear on the issue that you are trying to describe.

http://logging.apache.org/log4j/1.2/manual.html show declaring loggers with thresholds and attached loggers using the properties files syntax:

log4j.logger.com.foo=WARN,APPENDER1,APPENDER2

Programatically, loggers are created on demand using the Logger.getLogger() calls when a logger with the specified name does not exist.
