Similar to Bug 46537, but with what I think is a native Excel formula, WORKDAY.
This code (copied from that bug, but modified slightly), and the attached file, should demonstrate the problem:

Sheet sheet = wb.getSheet("Sheet1");
for(Row aRow : sheet)
{
    Cell cell = aRow.getCell(1);
    String formula = cell.getCellFormula();
    System.out.println("formula: " + formula);
}

WORKDAY is not supported yet. You'll need to add support for it, then please send in a patch

If you're not sure how to go about adding a new function, please ask on the dev list.

It seems this is fixed since some time, at least the current 3.13-dev version can do this just fine.
