column-gap doesn't work when specified as a percentage.

Hi,

according to XSL-FO REC 1.1 (§7.27.3 at [1]), percentage is a legal value for column-gap, regarding the i-p-d of the region (in your case:
20in*5% = 1in is expected, FOP giving 0).
So, you should file in a bug entry on bugzilla, attaching a shortened test case.
