The jar for taglibs-standard-compat does not contain the TLDs for the 1.0 tags that it supports. This prevents the libraries from being used.

This jar is intended to allow the user to utilize a different implementation of EL such as the one from the container. However, the missing TLDs prevent that.

A work-around may be to package the TLDs directly into /WEB-INF.
