diff for apr-util

apr-util 1.6.0 fails to build due to LibreSSL incompatibiltiies. Attached patch fixes that, but the Apache project may wish to adopt a similar aproach in APR as they have in httpd (https://svn.apache.org/viewvc?view=rev&rev=1807734).

Thanks Bernard, committed to trunk (r1811470) and backported to APR-util 1.6.x (r1811471).
