I process XML files that contain encoded character codes such as &eacute;

However, when using the valueOf tag, the code calls the encode method which 
looks for &'s and converts them to &amp;.  The problem is the method ignores 
the fact the the & is already part of a code and evaluates it to &amp; anyway.  
This means the returned text for the tag is &amp;eacute; which obviously 
displays incorrectly in the browser window.
