The spec says that <c:url> has an attribute named "url", but the TLD declares it
as "value" (which, IMHO is better since it's consistent with similar actions).

The spec was updated to match the RI.  How's that for the tail wagging the dog?

(Actually, it was decided that 'value' made more sense.)
