recategorize to ide component since Window->Other is part of IDE's main menu item.

Form - Application Actions doesn't have mnemonic. Could you please fix it and then reassign back?

Please do not mix more issue into this. This is really only about "Windows -> Other" and not about its sub-items. Petr
Chytil filed issues for particular items separately, I think. We have already fixed our item in 112085.

Passing to java/navigation, as Window/Other submenu localization is defined here.

FYI for QA - I found another reasonably easy way to find out to which module and components such issues belong: In
Netbeans open any nb module which has XML layer, then in Projects window -> XML Layer -> <this layer in context> -> Menu
Bar -> Window -> Other -> right click and select "Open Layer File(s)" and you'll end in layer file which actually
defines layer item we are searching for.
