The update center catalog contains module definitions but also licenses. The block with licenses can be too long which
may have high impact on performance. For example the catalog for 6.1 stable update center is 4,7MB long. The module
definitions take size<1MB; 3,7MB is the block with licenses. If the license definitions are separated from the catalog
then we can spare 75% of time when downloading catalog in this case.
