Encoding is always ISO-8859-1, at least on Windows XP. File encoding cannot be changed because property change is 
disabled. If you change the encoding declaration at the top of the jspf file, it's ignored. The stored file encoding 
option is used.

There is no other way from NB to create jspf's than as a Visual Web JSF Page Fragment
