When creating a JNLP file (New File/ Other/ JNLP File) a JNLP file without a DOCTYPE definition is created. Please add
the correct DOCTYPE to support validation of the JNLP file.

(Note: I think JNLP files are also created at other places. Check if they have the DOCTYPE.)
