Added (documented) the runtime.encoding property to JavaRunner. The property allows project types to override the default encoding obtained by the FileEncodingQuery. Use case: The application requires different encoding than the source of the project (handled by FileEncodingQuery). [JG01] Use the new constant in ProjectRunnerImpl (and incr dep java.source.ant -> java.project). BTW why are the constants defined in JavaRunnerImplementation? To satisfy the goal of permitting API clients to use only **.api.** packages they should be in JavaRunner I think. JG01: Fixed the JavaRunnerImpl uses the const rather than string.

I don't understand this question. The constants are defined in the JavaRunner.
