If we first invoke "Run" target on some Java Card project and after successful completion run "Debug" target without stopping Default Device then Debugger can't connect to Device:

"Attaching to localhost:7030
Connection refused."

Meantime cjcre.exe process that was running before invoking "Debug" target is terminated. So if we invoke "Debug" target second time it works fine.

changing owner
