While working on new @ActionReference annotation (bug 189558) I have noticed that the wizard allows action to be registered into editor's popup menu, but only via layer.

Since there is @EditorActionRegistration, would it not be nicer if the wizard use it as well? You can reuse the infrastructure created for bug 189558, so the change shall not be that complicated.

Btw. don't forget to add (compile time) dependency on appropriate library, when generating the code.

Report from old NetBeans version. Due to code changes since it was reported likely to not happen. Feel free to reopen if happens in 8.0.2 or 8.1.
