Currently, the user can only see multiple annotations by inferring it from the "down arrow" and seeing on-hover that there are "Multiple Annotations [#] - click to cycle". Hard to determine what annotations are there, or have to click on the very small down arrow icon and then have to do further fine mouse manipulation to click on the annotation icon to get more information.

Possible solutions:
Shorter term: (make it easier to determine which annotations are there)
On hover, give brief description of each annotation in the stack of annotations, perhaps a multi-line tooltip appears

Medium term:
On hover over the multiple annotation area,  show a horizontal slideout (preferably with a cool transition animation =) that shows all the stacked annotations side by side. She can click or hover on the annotation she's interested in to get more info on a specific annotation or jump to the relevant piece of code.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
