it's not such a big thing, I know...html docs in NB are already 4.01

It is blocked by the fact that we should also bundle the DTDs for
seamless user experience. It is licensing problem which isn't yet
addressed.

Or do you see how could a user benefit from it without the DTDs
presence?

Well, I'm a bit surprised that there would be a licensing 
issue...many of the  xml apps that I use now come with this feature...
xweb (OS)
xmlmind (not pure OS)
htmlkit (not OS)
and if it is a licensing issue why not include that in the licensing 
agreement popups that users must 'agree' to for other modules?

again xhtml is not such a big thing but it would be nice...

It is nice it will wizard to specify version of XHTML (1.0, Basic, 1.1).

It could also provide possibility to create another XHTML module
(according to Modularization of XHTML - it contains templates for this
purposes).
