1. Create a file with the following contents:

@CheckReturnValueByDefault
@NotNullByDefault
package com.vtlr.web.backend.resource;

import com.vtlr.web.CheckReturnValueByDefault;
import com.vtlr.web.NotNullByDefault;

2. Configure Editor -> On Save -> All Languages -> Modified Lines Only (for both reformatting and trailing whitespace)

3. Open the file from #1
4. Hit ALT+CTRL+F (file will be marked as modified but contents should not change).
5. Hit CTRL+S
6. Notice that the first line becomes "@CheckReturnValueByDefault@NotNullByDefault"

Meaning, code-reformat is collapsing the two annotations into a single line. I'm not even sure if the resulting code is legal.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
