ACTUAL: indentation guides are shown even for the 0th column. (IMHO this makes no sense because so there will always be a line without any advantage for the user) - see screenshot (in comparison with IDEA)

It depends on language. In java usually you have one big class and there are some reason not to show line on 0th position, but for scripting languages, javascript, etc. it can be important. 

If this get enough votes, I can prepare some options in formatting for this. Till that It is won't fix for me, or P4.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
