Product Version = NetBeans IDE 8.2 (Build 201609300101)
Operating System = Linux version 4.4.0-38-generic running on amd64
Java; VM; Vendor = 1.8.0_102
Runtime = Java HotSpot(TM) 64-Bit Server VM 25.102-b14

Reproducibility: Happens every time

Not all the directories in the .cvsignore file are being ignored on a CVS "Show Changes" operation. Screen shot coming shortly. 
You can see in the screen shot that the "build" directory is listed in the .cvsignore file, yet files within that directory are showing as changed. 
In the terminal window at the bottom of the screen shot, you can see the output of a "cvs -nq update" command which is essentially the same thing as "Show Changes" and it does not list those files in the build directory as new.
