Reproducibility: Happens every time

STEPS:
  * Open dialog "Edit web services attributes"
  * Close dialog
  * Open dialog again
  * Close dialog
  * and so on...

ACTUAL:
  descriptive text "Configure security, reliability and other WS-* features in the 'Quality Of Service' tab." in the head of the dialog is replicated each time the dialog is opened:
  e.g., if I open the dialog three times, I read the following text: 
  "Configure security, reliability and other WS-* features in the 'Quality Of Service' tab.Configure security, reliability and other WS-* features in the 'Quality Of Service' tab.Configure security, reliability and other WS-* features in the 'Quality Of Service' tab."

EXPECTED:
  descriptive text should remain the same
