confused about them.

Support shared project options, so all team members share the same
localization options.

As described in
http://www.netbeans.org/servlets/ReadMsg?msgId=619519&listName=nbdiscuss,
the current work on projects prototype has been stopped (so I removed
the PROJECTS keyword).

The issue is still applicable.
