Trying to customize toolbar. Popup window with options opens but you cannot drag any to the toolbar.
Tried creating a new toolbar. It appears in the toolbar area but you cannot drag any items into it.

Same here, fresh install of Netbeans 8.2 JavaEE.
No items can be dragged from the Customize Toolbar Dialog, no outline during drag visible.

Product Version: NetBeans IDE 8.2 (Build 201609300101)

Observation on when this works and when it doesn't work:

You cannot drag an icon from the "Customize Toolbars" window if, when you click on the icon to drag it, the customize toolbars window is on top of the main netbeans window and the cursor is within the boundary of the main netbeans window.

You *CAN* drag an icon from the "Customize Toolbars" window if, when you click on the icon, the cursor is *outside* the boundary of the main netbeans window.

So if you move the "customize toolbars" window outside the main netbeans window, you can correctly customize the toolbar.
