We needs icons for editing and navigation tool, they will be used in toolbar
toggle buttons.

When editing tool is activated (diagram in editing mode) user can select
element, run  inplace editor, dnd diagram elements and perform others editing
operations.

When navigation tool is activated (diagram in navigation mode) user can scroll
diagram by mouse drag (hand pan tool), and change zoom by rotation of mouse wheel. 
Most of editing operations in this mode are disabled.

On attached screenshot you can see currently used icons. 

Also we need mouse cursor for navigation mode (e.g. it can look like "hand"),
currently we use standart move cursor.

Changed target milestone from Sierra to 6.1 in order to display correct info on
NB 6.1 dashboard

Not essential issue. Just nice to have.
