Appeared after fix of issue 83891.
reproducible in all-nbms-griffin-070128_1

If user creates two classes with association link betwwen them and hows
qualifiers near both link ends, relayout with overlap qualifier symbols.

steps to reproduce:
- create a class diagram
- create and name 2 class elements
- create an association link between the 2 classes
- right-click on the link at one end and select Show Qualifier.
- Show qualifier for another link end.
- relayout diagram 

qualifier symbols are overlapped one by another.

Planned for drawing area upgrade after NB 6.0.

Diagram area bugs waived for 6.0 will also be waived for 6.1.

the overlapping problem still exists in 6.5 on relayout. See attached screenshot from 6.5.
