Should be File > New File
The user should select Categories: Other and File Types: Properties File

Step: 5
Browse should be for CustomMessage.src.java.custommessage
(Step: 6 needs to be updated to reflect change in 5)

This automatically opens the properties field for edit (instead of open) so you
need to add some steps to have user close this view before doing the Open.
