Description:
Currently, for user to see labels or msgs of components at runtime
for other locales, user sometimes needs to modify faces-config file
and add locales to the browser options.

Suggesting that:

1. there be some UI way of adding additonal locales so that user does
not need to know about or touch actual faces-config file.

2. for runtime of the locale the user is currently in, assuming that
is not en locale, that faces-config is just automatically modified to include
that locale.

3. that for locale user is in, assuming not en locale, that user is not
required to add locale to browser setting.

4. that faces-config be pre populated with variety of common locales
in any case.
