When the CVS server has a new directory source code, if I do a show changes, I
will not see those on the new directory.  If I do an update, I would not get
them.  I have to do a check out on the project and point it to the same old
project location for it to work.

Anyway, what build of NB do you use? 

Sounds similar to issue #98292.
Could you please verify whether your cvsroot doesn't contain trailing slash -
Checkout wizard? (for example :local:/tmp/repo/ - the last slash should be omitted)

This can also be a dup of Issue #70067. Viendu, can you also take a look at
comments there?

Yes, it's a same issue.
