When I am dragging a component while ALT is pressed, I expect it to be place
exactly where I drop it. However, it often doesn't happen. 
  For example create new JDA, select the progressbar and drag it a little bit up
(so it is in the middle of the lower panel). When you release the LMB while ALT
is still pressed, the lower panel is resized, probably because of the fact that
the bottom empty space is set to default. I would expect it will compute the
distance from the bottom border to the nearest component and apply it to the
Space Around Component. I do not want to resize any component, just to move a
component to the exact position I want it.
