Under Services tab
Under JBI
Under binding components
Select the HTTPBC properties 
It opens the new window
Enter the same value to HTTP default port and HTTPS default port observe that it accepts ,It should not accepts the same
value to the both the field ,http & https port should be different

Noel, please add validation to check for unique default HTTP and HTTPS port numbers

This is actually a runtime issue. The fix is checked into OJC. 
Please verify this using the latest httpbc.jar from OJC.

Verified in netbeans build 200803251204 and OJC build 080401_3. Issue still exists, Netbeans allows me to enter same 
value for default http port and default https port.
