NetBeans doesn't work with the cygwin svn tool.  This has to work; switching to use other subversion tools just to
support NetBeans is painful, since you need to set up duplicate ssh + ssh-agent environments as well.

windows.  I'm starting a new issue since that one has too many threads.)

Agree. Netbeans subversion support doesn't work with cygwin. But as i already mentioned in issue #108069, it never meant
to. This is WAD. However, we will try to deal with this problem - i filed a new issue #108577 couple of days ago.
