See fix for bug 7881. This appears for 3.2 and Dev.

When user types in name of file that already exists in the New  Wizard, the
"Next" and "Finish" buttons all the sudden are disabled. I think the proper
solution to the bug is that the when the user pushes the Next button a warning
dialog should appear informing the user that the file name already exists, and
the wizard should not advance (the name field should have focus and the name
should be fully highlighted)

It's a little boggling and not informative behavior that all the sudden the
Next/Finish should disable as user is typing. 

Might even get some performance enhancement here if the wizard doesn't have to
do the verifcation checking after each keypress.

This won't be fixed in 3.3 bcs it needs wizard redesign. 
If it blocks other bugs from being solved then change milestone back
and increase priority, please.

Seems to me that this depends on wizards redesign (as Jano pointed
out) described in bug 15267

It is a partly duplicate of issue 7706 and partly issue 23116.
Resolution both issue fixes this issue too.
