Add a Java Library for Visual Library. the Java library should contain org-openide-util.jar and
org-netbeans-api-visual.jar files.

Open issues:
1) Check whether it is possible to do it without duplicating jar files.
2) Check whether/how to include the sources code, javadoc, and documentation.
3) What is reasonable size in Netbeans distribution that can be occupied by this Java Library?
4) Consider using NetBeans Autoupdate.
