System: Windows XP version 5.1 running on x86; Cp1252; en_GB (nb)

Description:
============
Feature: Space Around Component sets incorrectly top space of component
1. have clear frame
2. insert e.g. Tabbed Pane and enlarge it from left edge of frame to the right one.
top space is set manually = 2px (use feature Space Around Component)
right and left spaces are set as default with the help of offered guidelines
3. place another Tabbed Pane under first one and enlarge it in the same way. But don't set spaces using Space Around
Component, just use guidelines for right, left and top space
4. enlarge the second Tabbed Pane to bottom edge of the frame => see, top space of the first Tabbed Pane changed and is
set to 11px but without any reason.

If user wants to set it back to 2px, it is not possible. He needs to do workaround - set top space firstly as default
and then fill 2px. Source code is updated and preview of frame correctly displays spaces around all components. But
design remains wrong.

All these steps are represented on screenshot for better understanding.
