In CAPS 5.1.x, all installed components (and most ESRs) can be reported on from the Enterprise Management installer
which operates on the repository to work out the versions of all products installed.  In Sierra, there are separate
repository components, NB6 plugins, Glassfish components (RARs) and collectively these components cannot easily be
managed or maintained.  We need a one stop place of seeing which Sierra (and also other open source) components have
been installed and to help keep track of versions.
