build 20080319

- create a sequence diagram
- create a lifeline or actor lifeline
- from the lifeline, create a new "Create Message"
- right click on the link to get the popup menu
Result, sometimes this Labels menu item exists without submenu and selecting Labels has no function at all. Even though
if the link label exists on the link, this Labels menu item also exists and does nothing either. See attached screenshot.

From ide logfile, I see the following warning that might related to this issue.

WARNING [org.openide.util.actions.CallableSystemAction]: Warning -
org.netbeans.modules.uml.drawingarea.actions.AddLabelsAction should override CallableSystemAction.asynchronous() to
return false

may it be the same as issue 126780?
it should be a duplucate of 126780 if there is no action(left click) between create and right click.
