"...templates can be merged only as blocks - it is not possible to merge web services templates with
web templates and put web services one below Templates/WebServices/WebServiceClient and above Templates/Other/Folder
as required by UI spec."

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
