In the "Configure Virtual Forms" dialogue box, you can select whether UI components participate or submit.  The dropdown
only appears if you double click on the Participate or Submit field.  This should be selectable with a single click to
be consistent with other parts of the UI.

Ideally, the dialog would be designed with Matisse (which it wasn't). Marking as future.
