Not all children in Templates/Scripting/ marked with the position attribute: [EmptyVelocity.vm], but some are:
[EmptyPHP.php, EmptyPHPWebPage.php]

Reassigning to php for evaluation I see their templates there.

The PHP templates are marked with the position attribute, which is correct. It is EmptyVelocity.vm which is lacking the
attribute. It does not matter which templates got there first.
