Steps to reproduce:
1)  create a new diagram, e.g. class, activity, or state.
2)  drop a class, invocation or state node on the diagram
3)  set the zoom to 25%
4)  select the node
5)  try to grab one of the resize handles.

will look if anything can be done relatively fast, need to find also other tools/modules behavior

in my opinion best solution will be to use palette like approach with border represented by separate selection
component, this way selection border always will be on top and also always will have same size for control points.
