DeclarationView now works only for Java. 
C/C++ would like to reuse it for our content as well, instead of creating the second duplicated top level window with
duplicated menu item and duplicated infrastructure and so on.
Please, provide general SPI for the content providers and move DeclarationView API/SPI out of java.navigation

Not doable for NB 6.5, scheduling for next release.
