For UI consistency, the existing Actions pool (SFS under Actions/, Options window "Actions" node) ought to be a category "Actions" under the Templates area (SFS Templates/Actions/ I guess). This would match the convention for creating templates for services in dedicated subfolders. I am not sure how to make this fully compatible as existing modules have items in Actions/ which would ideally be automatically linked to; perhaps installation of layers could perform this "preprocessing" step automatically. With this change, addition of standard actions to menus, toolbars, and (with some more UI changes) keyboard shortcuts, could all be accomplished via the New wizard rather than copy-and-paste from the Actions pool (which could go away). Think about the Ant "Shortcut" wizard, currently under the "Ant Projects" templates folder, which generates new "actions" based on a custom wizard--this could more consistently be placed in this folder. There may be other modules wishing to do the same (scripting, perhaps, or debugger).

I am affraid we are not ever do this. But that is no shame, the original reasons of UI consistency are not valid anymore. The UI is completely different even with the old location.
