Way to reproduce:

-- Open any BPEL project
-- Add or create a new schema which doesn't have targetNamespace attribute. 
-- Create new BPEL variable which has a type defined in that schema. 

The new prefix is declared: xmlns:ns1=""
But such declaration isn't allowed and the BPEL validation complains on it. 

It seems the simplest way to resolve such problem is to prevent using such schemas. 
But it can be considered like too hard restriction.

tested using 011/23 cap6u1 build and could not add schema without target namespace into Bpel and create a variable.
