Currently, the Navigator sorts in this order:

JavaScript
CSS
HTML
PHP

Why is that? This in a PHP project. I understand why JavaScript and CSS are at the top (well, at least CSS), but HTML? 
What happens is in our pages, we have lots of HTML. That means to find a PHP function, I have scroll a long ways to 
even see them. Either make HTML last or provide a sort order option. The way it is now, the Navigator is almost useless.

The other option would be to have the sections collapsed by default. That would work ok too.

This is a significant issue for us. The method of sorting that 6.5 and 6.7M3 use makes the Navigator almost unusable. 
6.7M2 fixed it, but it has regressed. Why is that?
