just an interesting idea:
sometimes CC does not show a JavaDoc (e.g. it is missing in the source code) or the JavaDoc is not complete or similar. 
It would be nice to change the JavaDoc somehow without becoming a committer for the project. Some sort of a web 
application where things like "use StringBuilder instead of this class" could go to.

This could improve the JavaDoc for the particular project.
