The NetBeans IDE currently has a hard coded restriction for the 0.3.x levels of ruby-debug-ide.  Current version is
0.4.4 (more than 3 upgrades since last 0.3.x release).

If the underlying language supports the latest gem, then NB should be able to handle the latest gem releases regardless
of which gems they are.
