Context menus are always displayed on monitor 1 regardless of which monitor the main IDE window is.

Java: 1.6.0; Java HotSpot(TM) Client VM 1.6.0-b105
System: Windows XP version 5.1 running on x86; Cp1252; en_GB (nb)
Userdir: C:\Documents and Settings\x\.netbeans\6.5

GPU1: NVIDIA GeForce 7300 LE, Driver version 8.2.6.8
GPU2: ATI Radeon 7000, Driver version 6.14.10.64.62

Monitor 1: L15CX (15"), 1024x768,32,  on GPU1
Monitor 2: DELL 1907FP (19"), 1280x1024,32, on GPU2
Monitor 3: Samsung SyncMaster 940B (19"), 1280x1024,32, on GPU2
Monitor 4: Samsung Syncmaster 570V TFT (15"), 1024x768,32, on GPU1

Multiple monitor test from http://wiki.netbeans.org/FaqMultipleMonitors, when run, opens 5 jframes on each 19" monitor,
and 11 jframes on each 15" monitor.

can't reproduce in nb 6.9.1, windows vista, jdk 1.6.0_20
